Canine Legislation Department adds Legislative Analyst
The Canine Legislation Department is pleased to welcome Phil Guidry as our new Legislative Analyst. All canine legislation at the local or state level is written by legislative counsels with legal training, a necessary requirement as any enacted legislation carries the force of law. AKC’s Board of Directors recognized the need to augment the Canine Legislation Department with concomitant legal expertise and approved the addition of a Legislative Analyst position. Phil’s qualifications meet those needs. He holds a Juris Doctor degree from Loyola University-New Orleans College of Law, where he served as a student ambassador and co-authored an April 2003 article regarding legal ethics in the American Bar Association’s journal The Young Lawyer©. He is also a member of Phi Alpha Delta legal fraternity. Read more.

Around the Nation: Legislation That Affects You
CALIFORNIA – The Sacramento County Board of Supervisors will meet at 2:30pm February 27th discuss adoption of the “Animal Overpopulation Ordinance.” It is imperative that fanciers, breeders and concerned dog owners attend the meeting. The measure includes a $150 intact animal fee, a reduced $50 intact animal permit for those who meet certain conditions, a $10 fee to transfer an animal over the age of four months, and requires all dogs and cats to wear a suitable collar or harness with the license tag attached.

AKC's Canine Legislation Department — 2006 Highlights

Thousands of fanciers, Legislative Liaisons, federation members and responsible dog owners across the country benefited from the AKC Canine Legislation department’s efforts in 2006. In the past year, the department:

  • Tracked nearly 600 state bills relating to canine ownership.
  • Assisted local dog owners in participating in over 150 local city and county ordinances.
  • Responded to over 3,700 email inquires to doglaw@akc.org
  • Posted more than 70 legislative alerts to AKC’s Web site.
  • Hosted our fourth annual Lobby Day event in Washington, DC and expanded this year’s program.
  • Cosponsored “Pet Night” on Capitol Hill for Members of Congress.
  • Networked with nearly 12,000 legislators at the National Conference of State Legislators and National Association of Counties Conference.
  • Hosted Legislative Seminars in Pleasanton, CA; Long Beach, CA and Boston, MA.
  • Added 464 new Legislative Liaisons to the program.
